Was the New York Philharmonic (or whomever is supposedly funding the Carnegie backstage renovation) planning to distribute millions to stuggling orchestras across the country?

As Avery Fisher has a ho-hum acoustical reputation and Carnegie has a legendary acoustical reputation, would Carnegie Hall be put to better use as the home - once again - of the New York Philharmonic, or as a for-rent gymasitorium for high school bands and orchestras to rent in order to blat onstage and then have their pictures taken before exiting?

As to a performing spot for the world-class touring orchestras that annually pass through NYC, if Avery Fisher was good enough for the NYP for these past decades, it should do quite well for the visiting world class touring orchestras.
