I don't think that we here in the USA can say that Fletcher legitimized the Eb tuba for orchestral use in England if we don't know who the other orchestral players were at the same time as and before Fletcher and the axes that they played.

Furthermore, "1st person to use" is NOT the same as "legitmized".
Fletcher very well may have legitmized the use of the Eb tuba in orchestras while not having been the first. I'm not saying he didn't either way. However, saying that can be disproved by naming a prior orchestral Eb tuba player is simply not a valid argument.
