It's really a piece to identify the different instruments of the orchestra to kids. The tuba doesn't play much because, well, in an orchestra the tuba doesn't play much. The big "build-up" for the little tuba solo is though, perhaps like the guy being shot out of the cannon at the end of a circus. They talk and talk and talk about it during the circus and at the end "poop" there he goes, and its over...The fat man has flown.
