If you are playing treble clef brass band music, the fingerings are the same as the trumpet, if you are familiar with those fingerings. E-flat bass parts are already transposed, and thus a written 'C' is concert E-flat... or your open fundamental. Sometimes learning the standard treble clef fingerings is easier though, especially if you aren't used to transposing. That's not to say it can't be done though.
In addition, regarding the first question, I think that today the choice of bass tubas is becoming more of a personal preference. I think it is true that most people will try to use an F in an orchestral setting here in the US, but I think the e-flat is slowly but surely on the rise, even if it is primarily as a solo instrument. With terrific players like Pat Sheridan behind such horns, I think more players might consider the option. Just my opinions.
