Most F tubas are bit flat on the G at the top of the staff, in the same way that most C tubas play the staff D flat. The fifth partial is usually flat. If the slides are set to tune that partial, the notes you mention at the bottom of the staff may be flat. That said, the notes at the bottom of the staff are not, in my experience, usually flat on F tubas, so I wouldn't call it a generic issue like the flat high G.
