Austin, you reasoning sounds very logical to me, yet the fact remains that some BBb horns do play better than some CC's ive played.
Arnold Jacobs once spoke of filling the horn not with air but with vibrations. You need air to do that, of course, but the sound the tuba makes is simply the mouthpeice run through a big megaphone. Now, once the misconception that you should aim for filling the horn with AIR disappears, you can look at it froma whoel new perspective.
Take your one foot pipe, and your 13 foot pipe. Take ear-bud headphones, and listen to them through the pipes. Then draw some conclusions.
I haven't tried this, so if someone who has free time would like to see what happens, go ahead. IT makes sense in my head, but that doesn't say a whole lot.
