The tubas in a British Brass Band all read treble clef parts (as do all of the brasses). The tuba player learns ONE set of fingerings, what US musicians would refer to as "trumpet fingerings" for these parts. The composer transposes the parts so that they work with these fingerings.

Kind of efficient when you have to move musicians from one instrument to another.

Most commonly, in published music, tubas are in bass clef and all have a different set of fingerings. In effect, the tuba player must transpose for the instrument being used.

It's easier for me to think of having a different set of fingerings for each tuba rather than transposing.

If I understand your question.
