What library has material for all patrons?

Most public libraries cater to people who want books on how to install a deck while I would be interested in reading a 100 year-old text on the history of some arcane field of academia. I have to buy my own books or go to university libraries. Occasionally, I will read of how an historic figure taught themselves advanced math or law by going to the public library. In both instances, one would have to go to a university to do the same today, and then only if it happens to have a law school could one learn the law, (not that they could practice).

Hmm. I just had an idea about orchestras, but I'll start a new thread.
