Just like tubas built in all other keys and outfitted with all sorts of body tapers and bores, OF COURSE there are F tubas that respond more or less readily in that range, but once one figures out what to "do" (like whistling, unicycling, hula-hooping, the Hokie-Pokie, or even startling others by popping one's toungue extremely loud...three of which I haven't personally figured out how to "do") one can make most F tubas play in that range.
