Based on what I've seen.....it's not just the register. It's the F tuba register. One professional tuba player friend of mine, who is most excellent on CC, BBb, or Eb, for a while was trying to find a rotary F that played for him. I think he gave up. He could not, on short notice, get the same rich sound on a low C on the rotary F as he could on the other keys of tubas. I don't think he ever put serious time into it, but it was not only feel but sound for him; I could easily hear the difference sitting in the chair next to him. And this guy is good; a pro, not like me an amateur who honks for fun.
