There are organizations that promote Carnegie Hall concerts to high school bands and choirs...you just have to pay the money. The trips to France and Great Britain you describe are probably billed as a great honor as well. It's only an honor (like Carnegie Hall) if you are invited to play there on the merits of your ability. Otherwise, it's just a venue like any other (but a pretty cool one!).
