This range of pitches on some F and EEb tubas does have a narrow focus (and particular models/tubas more so than others) by most of the problem is related to approach.
The lower D / Db / C on F tubas cannot by played in the same way the (comparably fingered) low G / F are played on contrabass tubas (completely releasing control of the muscles on the corners of the embouchure). These pitches played on F tubas require the same embouchure as the the same exact pitches on contrabass tubas - with controlled embouchure corners.
If you think about it, the narrow focus of these pitches on many F tubas is similar to the characteristics of pitches four steps lower on Miraphone contrabass tubas.
