You should defend your position only by saying that the education received is somehow degraded by use of a school instrument. For performance majors, I think you could make that case. For education majors, I don't see it. It would seem to me that there should not be such a requirement without a compelling reason, rather than the other way around.
Competent tubas are within the range of a summer job, but not so many other instruments.
