A valid concern, but one that isn't going to be addressed by a compensation system. With just the 4th valve depressed, you have the same tuning options for F and C--you can tune 4 for F in tune and play C as 13 (which will not be compensated anyway). Or vice-versa.

The only time a 4-valve compensating system is going to come into play is with the 4th valve and some other key depressed. Otherwise, other than the added twists in the airpath because of the compensation plumbing, there's no practical difference.

Admittedly, a compensator does afford a few alternatives that a non-comp doesn't, such as playing 2nd line Bb as 14, but the 4+ combinations are ones you're not terribly likely to use as alternates above low F because of the added stuffiness of the compensating tubing.

Or at least I think that's the case.
