It may or may not be universal in computer geekdom, but you can't expect the rest of the world to know this. Besides, there was nothing in the original post to indicate the writer was "shouting". Perhaps those who thought he was should learn to read for content.
The real reason to not type in all caps is that it's too hard to read.
