The music begs for an F tuba. I have used both, but as I get older, the security of the F makes the end of the 1st movement alot easier. You have to have a pretty good F to play the big theme in the 1st movement and I always have to work my butt off to play the B Major Chorale section in the last movement. Oddly enough, the F works ok for the stuff in the 2nd. It boils down to the size of the orchestra, the conductors concept, and your preference. I have never had a conductor care what I played as long as I was able to give them what they want. And, much as we would like believe differently, they are the FINAL arbitor in any situation.
