I have built main-slide kickers for two of my rotary tubas in the past. On a Cerveny, I needed to flatten the sharp fourth partial just as you describe. You use a bell crank and a rod with a handle up at the upper bow. Such a mod will cost you a few hundred bucks to have a technician construct, and some constructions work better than others. Don't expect a mouthpiece to solve the problem, though a mouthpiece with a bigger cup volume and a bigger throat will have the same general characteristics but will make lipping notes easier.
