That is not quite correct. This might be the case with a low Bb. But the two tubas are "centered" on differing overtone series. A BBb tuba player sounding a low B (2,4 or 1,2,3) is using a whole lot more tubing than a tubist playing the same note on an instrument pitched in C (2nd only). The CC tuba needs less total tubing to produce a low B than the minimum length of the natural BBb!

It is not really a comparison that is worth making, as each horn uses differing lengths to get different notes in the low register, which is where the CC becomes "less difficult" in its behavior than an equivalent BBb. Since a number of prominent pieces are in many sharps and in the low register, this means playing a CC will take less work and make phrasing with the trombones a bit easier. It really is easier to play Fountains or the Ride on a CC, as the many of the total tubing lengths are often shorter.
