I made this comparison once before on Tubenet. The number of notes for which the CC plays a lower partial with less tubing is only two: the C and the B below the staff (and the same two notes in the pedal range). All other notes require the same tubing length.
As you say, it isn't enough to make a significant advantage, except that it means a little more straight tubing and a little less of the conical bugle for most notes when using the C. Does that make it more responsive? Perhaps a bit.
The F tuba is far enough away so that most notes on the F are played on a lower partial with less tubing length, but you get a different sound, too. And adding sufficient length in the low register isn't always conventient.
