Having done the drum corps thing about 10 years ago, if you're looking to improve musically I can say your or your parents' money would be better spent on private lessons with a college professor and/or professional tubist.
As for the "overdevelop" the lip thing, I think "misdevelop" is a better word for what happens when you spend a great amount of time doing marching band/drum corps playing.

Of course there are exceptions to the drum corps stereotype, one notable being the Boston Symphony Orchestra's new tubist Mike Roylance.

Some people will say "but the lessons learned are much more than musical, etc etc"- to that I say get a job roofing or landscaping for the summer. You'll learn about work ethic AND get paid for it.
