You mean the open Eb is flat? I wonder if you have one of the old "low pitch" horns. There's an easy way to find out if you have something like one of the Korg CA-20 tuners with an adjustable calibration. Set it to 435 (old low pitch) and see if your low notes are flat by this measure. If they're in tune, you have your answer--and perhaps a little surgery might be called for.
