shouldn't an aspiring tubist decide on the school/professor based on reputation, teaching style, playing opportunities, etc., and choose the school based on these things, and settle for wherever the school happened to be located . . .
. . . instead of picking the city and then trying to find what's available there?
(Okay, if the city were somewhere really cheap with a lovely climate and a great nightlife, I could see trying it this way. But NYC has got to be a rather salty place to choose to live, right? Probably chilly in winter, too. Nightlife is probably okay, however . . .)
