I have a Conn 20K from 1969 that was overhauled and relacquered sometime before I bought it. It plays as well and sounds as good as any other 20Ks I have played. I would say that it matters little, especially on a sousaphone where it is easy to overblow and the lacquer can help. Tubas seem to be a little more sensative to the thickness and quality of the lacquer job.
