From a metallurgical standpoint, I know of nothing that would relate ringing to the temper of the brass. I've brought this up before in response to comments that brass sounds dead when annealed, but I remain unpersuaded.

The solution is to either damp the ringing using a belt or a plastic rim protector, though I don't know what effect that will have out front, or to add sufficient weight at critical points to change the resonance of the bell such that it won't ring sympathetically with acoustic vibration. I'd resist that approach just because chiropractors have enough business, it seems to me.
