How about using an adjustable tuba stand such as the one made by DEG. This way it doesn't matter what kind of chair you use, and you can adjust it to any height. This would also save you another tuba purchase.
If this is not an option, I WOULD give the new Weril CC's a try. Baltimore Brass carries them for $1800.00 new, and is about the same size as the Yamaha 621CC if not smaller from what I remember. I tried one out and it played surprisingly well. Hope this helps.
