I'll second the recommendation of Bill Bell's Foundations to Tuba and Sousaphone Playing. I used the book in high school some 40+ years ago and sometimes still refer to my dog-eared copy with all my marks and teachers' comments. Bell's intros to the lessons are very helpful, and one moves as rapidly or slowly as one's interest and ability take you from the first open notes through scales and various exercises on to some of the best discussions around of advanced concepts such as double and triple tonguing and ornamentation, including trills, portamento and grace notes. The fingering charts are better than most in their inclusion of alternative as well as typical fingerings, although they don't go above the Bb just below middle c.
