F Tuba: American or German?

After perusing this bulletin board for several months now, I've come to the conclusion that there are two distinctly different schools of thought when it comes to the F tuba. Being an amateur, I don't have the knowledge to explain the differences to a curious student, but maybe some of you out there can help. Basically, why do some view the F tuba merely as a register key for playing works with a high tessitura, while others view the horn as an entirely different instrument, with a timbre all its own? Further, how does this bear on one's choice of instrument -- i.e., rotary vs. piston? Thanks for your input.
