Fletcher played in the LSO, where the lead bone was a very design interested Denis Wick, and where the orchestra wanted to develop a larger and fuller "continental" sound.

DW had been inspired by a NYPO visit to introduce the .547 symphonic trombone. The horns went from small bore French type piston single F's (which sounded rather dryly, when played without the "French" vibrato) to continental rotary double horns.

The ground simply slipped under the small bore G bass trombone and the diminutive British F tubas (not much larger than a modern euphonium).

The time was ripe for a change, and the environment floated with domestic Eb tubas (Bevan also mentions some currency reasons for buying domestic). They could be used as a basis for a development of leadpipes and bells, which were carried out by JF and DW.
