Oh, I don't know. Can we think of an orchestral player in England who used an Eb before Fletcher? Everything you say about the demise of production of Barlow-style F tubas is true, but Fletcher is still the person who legitimized F tuba in orchestras, and that transition might have occurred much more slowly without his influence. Before that time, orchestral players recycled the older F's. I gather that Fletcher began to use the Eb out of desperation, being unable to find a usable F. There was certainly a class distinction before Fletcher, as recounted by Bevan, indicating that those who played F often thought of themselves as superior.
