In the band world I've been in (USA) most bass instruments (baritone, trombones, and tubas) read concert pitch bass clef music. In my collection of vintage band music, there are often treble clef Bb bass parts and bass clef bass parts in concert pitch. I've never played from a transposing tuba part and don't want to. My ears are accustomed to concert pitch.
All instruments transposing may be true somewhere, but its not true is US bands.
