The solo part with piano reduction (published by Hal Leonard) has been available for a long time, and can be bought at most any sheet music service (Robt. King, Sheet Music Service of Portland, Hickey's(?), Patelsons, etc.) Although it was written for Chester Schmitz, he does not "on" the rights to it. There are quite a few bootleg tapes floating around, from Chester Schmitz to Gene Pokorny, to Doug Yeo and the Boston Pops, but as far as I know, the only commercial recording is of Charlie Vernon, with Eric Ewazen playing piano. It should be available later this year.
